Xcel is proposing a rate change which would mean higher rates for energy during peak times of day and lower rates other times. The idea is to give residential customers an incentive to move their energy consumption (i.e. doing laundry, etc.) to times of day when solar power is most available or when energy consumption across the grid is low. It's an opportunity to conserve - but it does pose a risk for lower-income folks (especially the elderly and those who are confined to home).
